CWEA Members are invited to a tour of the San Elijo Water Reclamation Facility (SEWRF).

The San Elijo Joint Powers Authority (SEJPA) owns and operates the San Elijo Water Reclamation Facility (SEWRF), a 5.25 million gallons per day (mgd) wastewater treatment and 2.48 mgd water reclamation facility.   

In May 2008 construction began on the Performance Optimization of the Activated Sludge System (Performance Op) Project.   The Performance Op Project included three main elements – (1) the creation of an anoxic zone in the aeration basins and installation of automated control of the air supplied to the each zone (including installation of a new fiber optic network and other improvements to the SCADA system), (2) reduction on pollutant loadings on the aeration tanks through Chemically Enhanced Primary Treatment (CEPT), and (3) installation of a smaller aeration blower to accommodate the lower pollutant load.  These elements were designed to improve the energy efficiency and operational control of the SEWRF treatment process and to increase control of the biological treatment process, especially for managing filamentous microorganisms. 

Subsequent to project completion in January 2009, SEJPA staff, in concert with Trussell Technologies and Kennedy/Jenks Consultants, worked to solve remaining operational issues that hindered the overall performance of the project.  As of July, nearly all of the implemented project elements are functioning as planned; using data obtained to date, the project is estimated to save close to 630,000 kWh per year, which should translate into an energy bill savings of over $2,000,000 over the 20 year life of the project.
